Black Screen with Cursor after Login

My PC loads and after I log on, I go to a black screen with only my cursor. I am able to CTRL ALT DEL and reach the task manager however.

I've read about many people having similar problems to this with Vista.
Most people seem to be able to get around it by CTRL ALT DEL and File(run) explorer.exe, but this does not work for me, and the screen remains black.

I have also tried to run in safe mode, same thing, black screen.

Has anyone found another way to even reach the desktop? Any solutions aside from reformatting?

Any assistance is appreciated. Thanks in advance.
