Can not change icon for C:\<User Name>\Desktop

Hello I am new here and need a little help

I have Vista Ultimate x64 and when I click start then click on my user name all personal files come up however "Desktop" has a standard icon instead of the Vista default icon

I right click on it hit properties but there is no customize tab so I tried to edit the desktop.ini file it is currently:

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21769
IconResource=%SystemRoot%\system32\imageres.dll,-183

Nothing still the standard folder icon so I think for some reason it is flagged as a system file when it should be flagged as non-system file

I also tried right clicking the desktop -> personalize hit change desktop icon highlight my user name click restore defaults hit apply then then ok and nothing

I did reboot my PC after making all of the above changes

If I could get it back to the default icon that would be great thanks

EDIT: forgot to mention the customize tab is there if I click on other folders clike C:\Fraps for example
