Empty Favorite Links

I've been looking up solutions to this problem, but I haven't been able to restore my favorite links with any of them. I've tried the following:

1. The right click menu for my Favorite Links panel doesn't work. It shows both options (Open Favorite Links Folder and Restore Default Favorite Links) but neither of them work.

2. I've tried downloading the Shortcut Arrow restore registry entry and ran it, and it didn't do anything even after I restarted the computer.

3. I've also tried going into registry manually with regedit. 'lnkfile' lists 'IsShortcut' just fine, and I see arrows on all my shortcuts. Really, I don't remember ever trying to get rid of them.

So what do I do at this point? It appears there is no links folder inside my user folder, so I think that might have something to do with it. I tried making a folder called 'Links' there, but it doesn't seem to recognize it.

I've been able to restore my Links folder by using shell:Links in the run menu, but all sorts of worse problems have been happening ever since.

The first time I restored the folder, it ended up in my secondary hard drive somehow and I had to delete it. No big deal.

The second time I restored it, it found itself a spot in my "C > Users" folder. Somehow, it had taken the place of my account folder and everything that was inside of it was now in my favorite links! Even worse, I couldn't delete it without deleting everything inside of my account folder (now named "Links").

I backed up all my files that I could (it wouldn't let me copy AppData!) and put them in a storage folder while I tried to delete or rename the new folder, and get it from putting every single thing in my Favorite Links panel.

This problem is far worse. Someone, PLEASE help!

You might see if this may be able to help you with this. If not, then you might see if a System Restore using a restore point dated before this happened can fix it for you.

Another option, would be to create a new administrator account to see if it works fine in it.
