can't program sleep mode

I go to Power Options in Control Panel and I can program "Turn off the display" but I can't program the "Put the computer to sleep"; it just won't go to sleep after a programmed amount of time. When I go to the Start button it will go in sleep mode instantly. Also, how come there is no hibernation mode in Vista? And if there is, how can I set it?

Hibernation can be set using the Advanced Power Settings, in Power Options (while editing a power plan).

Is there a program running that may prevent the computer from going to sleep? Sometimes programs (like torrent clients, for instance) have an option to keep the computer awake until they finish a certain task.

You can also take a look at hybrid sleep, which is better than hibernate and allows sleep with less power. If sleep doesn't work, check your drivers and also disconnect any USB devices which may be interrupting it.
