Blank screen with white arrow curser

PLS help - when I try to start up my computer (hp - with vista), it goes straight to a black screen with a white arrow curser (which I can move around). The screen saver will come on after a few minutes, but when I touch a key, I get back to the same blank screen. Alt-Ctrl-Del does nothing. I have tried rebooting in safe mode, and I still end up with the blank screen. I do not have have the Windows CD (pre-installed when I bought it), and my CD drive is not working anyways (been broken for a few weeks).
Any suggestions would be most helpful!!!
Thanks.

Does this mean you do not see the menu options for safe mode, or you see the options and the end results is still the blank screen?

You will most likely need the media for to repair your OS. That means you will need to boot of the CD-ROM (which either didn't work while in Vista or would not work for bootup) and the exact same Vista media (e.g., Home Premium, Ultimate as well at 32-bit or 64-bit OS).

Thanks for all your quick replies.
If I reboot my computer, it goes through the regular steps (with screen that says Microsoft Corporation), then it goes to the black screen with the arrow cursor. If I hit F8 when I reboot, I get the options of opening in safe mode, resume windows normally, etc, etc. No matter what option I choose, I still get back to the same black screen. As I said, it seems to be doings something because the screensaver comes on, but once I touch a button, back to the black screen with arrow. Unfortunately, my DVD/CD drive stopped working about 2 weeks ago (unrelated), and I don't have a boot disk anyways because Vista came pre-installed on my computer. My computer is an HP Pavillion DV6000, about a year and a half old. When I hit alt-ctrl-del, it has absolutely no effect... still black screen with arrow cursor. Very frustrating. All comments appreciated!!!

Sorry to ask, but if you choose just the command prompt in safe mode, do you still get the blank screen? Want to see if we can run some command line utilities...

Just tried that... runs through the list of "Loading Windows Files", and back to the same blank screen again.
FYI - I tried hitting F2 during reboot, and choosing "Primary Hard Disk Self Test", and it said it was fine, and also "Setup Defaults". Still no change.

Also, sometimes it just gets stuck on the "Microsoft Corporation" with the sliding loading bar underneath, forever, until I reboot it again.
AARRGGHH!

I am having the same issues. Tried to do the system recovery options, but I don't know the password. It tells me my account has been disabled. Please see your system administrator. Tried F2 F5 F8 - all come back to same black screen.

I was having the same problems on my Toshiba Satellite A205 / Running Vista Home Prem. What I found to fix mine was I had bad sectors on my HDD - I ran a "Drive fitness test" I downloaded from Hitachi (who makes my HDD) after running (Advanced)several times and repairing several bad sectors I could boot into the repair console and it cleaned up the rest. After everything was complete I still had all my information. Hope this helps.

This will be hard for you to do if your CD-DVD is broken. I had to download and burn as a bootable .iso and run at startup.

I put the "Drive fitness test" on a CD but it will not run on Toshiba Satellite L355 32bit Vista Windows with the black screen and movable cursor. The last thing that shows in Safe Mode is Windows\system32\drivers\crcdisk.sys then it goes back to the black screen and cursor. I can not save anything on my laptop because it doesn't give me the option. I can't access my desktop at all. I updated Windows Defender in both my computer Vista and Window 7 but the Windows 7 went to my desktop after the black screen with cursor. My vista refuses to go to the desktop. I have even taken out the battery like others say to do but no good. Nothing seems to work. Any suggestions? I appreciate all the help I can get. The CD will not come up on the Vista.

Is the disc actually doing anything? Do you have the optical drive set as the first boot device in the BIOS?

I press the F12 and selected CD/DVD then it went to start windows normal and showed all the safe modes. It went to normal window and the screen is the same. Tell me what I need to do because I might not be doing something right.

When you boot and the POST is occuring, press Del frequently. That should get you into the BIOS. I forget which part of the BIOS you need to go to but you need to get into the boot priorities and set the optical drive you're using as the first boot device. That way, if will read your CD during bootup instead of booting from the hard drive. Please note that doing this will not affect your bootup if a CD is not present in the drive. In that case, it will go to the next boot device in the BIOS, which should be your hard drive.
