Windows Movie Maker Access Denied Error

Has anyone found what the problem is with opening the Movie Maker? No matter what I try to open that has to do with Movie Maker, I receive Access Denied Error. Thanks :([email protected]

I made another standard account, but I got The User Profile Service service failed the logon user profile cannot be loaded.
