Vista won't boot from hard rive OR dvd

I have had my Vista Ultimate x64 installation for several months now with only a few problems. today i got an extra hard drive for more storage. I make sure all my jumpers are correct, install the drive, and turn the pc on Vista starts to boot up but then freezes at a blank screen. I restart and try again. I get an error message saying

'windows failed to start. A recent hardware or software change might be the cause. To fix the problem:
* Insert your windowsinstallation disc and restart your computer.
* Choose your language settings, and then click "next".
* Click "Repair your computer."

Status 0xc0000225

Info: an unexpected error has occurred.'


I disconnect the drive, and power back on. It still will not load. I try going into safe mode, when loading the drivers, it freezes on crcdisk.sys.
I tried to boot from the dvd to get the recovery console, but after it says 'windows is loading files', it gives me the error message mentioned above.
I've tried with the Vista dvd and a Windows 7 x64 dvd also. both have the same result. I read that the 0000225 error comes from the APIC feature being disabled in the BIOS. but I have checked and it is enabled. I am not dual-booting any other OS's, I have only the one copy of Vista on here.

I've spent a couple hours looking on forums and google but have not found anything that worked so far.

I am out of ideas, any help would be greatly appreciated.

If Vista was originally installed with APIC disabled, and is then enabled, it will fail to boot.

With the original drive in lace, try disabling the APIC to disabled to see if it makes a difference.

Thanks smarteyeball. I tried disabling APIC in the bios and got the same error message. except it said something about APIC being disabled or incompatible.

I have also made sure that the dvd drive is first on the boot list. And i have even tried disabling the other hard drives but i still have the problem. How does the windows installation disc get this error?
