Unable to open certain catagories in control panel

I'm posting this under General because I do not know what the cause of the problem is.
I'm running Vista home premuim, 64 bit, AVG 9.0 antivirus , single user and always have been the administrator. But somewhere along the line I am unable to open certain programs in control panel where I have always been able to do it before.
Example: I am unable to open user accounts, system, personalization, networks and sharing, windows update and probably a few more.
I am able to open: administrative tools, device manager and I can download, access the internet, install and open programs normally.
I get no error popping up telling me the reason why I cannot open programs in the control panel window.
I have had the "new updates available" icon in the system tray for weeks now and I cannot access it. What happens is, I click on it to open and it flashes on the screen like it was going to open but then quickly disappears with no error messasge.
I've been using Vista for 1.5 years and I was always able to access all items in the control panel, view my networks, shared folders etc. But I dont know how or when it changed. I can still access my other computer through the network only because I set an icon on the desktop prior to all of this.
I am stumped on this one .
