Vista takes a long time to load executables?

I've had this strange problem with my installation of Vista since day one, but up until now have just lived with it.

For instance, about 10-15 minutes ago I had finished downloading a ~500MB patch file (.exe) for a popular game and clicked on it to install. Just now did UAC prompt me to allow the installation. I have also noticed that it seems to load the file onto the hard drive again after clicking it as my disk space will go down (even to 0, depending on how large the file is and how much space I have left relative to how many times I clicked the executable).

Interestingly I've never seen another person's Vista installation do this. Comparatively, it is near instantaneous for them. I've also noticed much longer install procedures for software loading from a disc. Could this possibly be a hard drive issue? I'm using a high performance SATA drive with 32MB of cache so I feel that this is unlikely. I have tampered with enabling/disabling UAC through a command prompt in the past, could UAC possibly be the culprit?
