Application failed to initialize properly (0xc0000142) - On ALL applications

A friend of mine has this 0xc0000142 error, but with all application with exception of WMP11, IE and Office. Programs like WoW, Video games, flash, just any other program gives this 0xc0000142 error.

I advised him to reinstall his whole OS and to take backups from time to time.
