.........but only one user. If I switch to a different user, it works fine. I hear a beep from the keys, but it will not type anything. Any ideas?

check device manager for any signs of trouble.
start > control panel (classic view) > device manager > OK @ UAC > + sign next to keyboards....any warning signs?

If I understand your question corrctly, you are saying that your keyboard does not work for one user account but it will for another. If that is the case your user account is corrupted. Open a new user account and forget about the old one.

I figured it out....somehow, filter keys got turned on. I turned them off and now it works fine.
