    File ownership

Certain files require ownership/permissions to be renamed or deleted. However, I changed ownership and then permissions of the following file and could not delete it. Why?
    C:\Windows\winsxs\x86_microsoft-windows-ehome-ehtray_31bf3856ad364e35_6.0.6001.18000_none_2ad90dbf6d091834
