Lost restart, sleep and shutdown options

I'm running Vista home premium basic(64) on my laptop. About three days ago, i lost the "restart, shutdown, and sleep" options in my start menu. The only things i have left are "switch user, logoff, and lock." I've tried going into the power options settings, but don't have the "power settting saver "option described by the tutorial. The only thing I can think of is that I performed a registry cleanup using my PC Cleaner program which I have installed. Does anyone have a possible reason and/or solution for this problem?

Thanks, either the system restore did the trick or a java update...one of the two. I actually have Vista, though. not Windows 7.
