Won't start up...

Please help.

My computer will not start up. I went to restart it one day and it never started back up. I tried running startup repair but it was unable to repair the problem. I tried system restore but it was unable to find any restore points. I then performed a complete system recovery and thought that would fix the problem but then when it finished and restarted it just stays on the same screen and cycles through the same process over and over. It starts to load like normal, the goes to a screen that says "Windows is loading files..." and has a status bar at the bottom. When the bar gets to about halfway, it stops, sits there for 5 minutes or so, then the process starts all over again. This goes on and on with no end.

I have run out of ideas to try and fix this. Any help would be greatly appreciated.

Do you get a GUI Boot Screen? (Graphic User Interface) ?

Quickly and repeatedly press f8 during boot. Do not hold down.

This is the only screen I can get to. If I continue the startup from here, it goes straight to the screen that says Windows is loading files and then it just gets stuck and doesn't go anywhere.
