Can't move/delete folders, or search

I've tried for days to remove this, including a defrag and restore.
When I create a folder or delete a folder, the recycling message or canceling message stays, never completes itself and i need to perform a ctl+alt+del to close out the program. when i go thru all of this, the file does go away or get created, but is a real hassle.
I've searched this forum and others to no avail
Please help! I dont want to have to repair Vista

I've used system restore twice, but not in safe mode. do i use that command in safe mode only? what repair options do i try in safe mode?

i did use that SFC command in regular mode and it created a huge file

i did the sfc /scannow and it saved a file, but i cant open it- says "access denied" which is strange bc a couple hrs ago i WAS able to open it
said it found some corupt files but was unable to fix some of them

after i ran the sfc /verify, it states "Windows resource protection found integrity violations"

Most computers, when you start if you press F8 before Windows loads, will take you to a screen that gives you the option to use Last Good Known Configuration.

If Windows loads restart your computer and try again.

this didnt work either
i'm running a full defrag

also, i've noticed to the left of the "http:" in Internet Explorer, there is now icons that dont match the website itself. like now i'm seeing a Home Depot icon..... any idea?

I don't use Internet Explorer but if things are not how you left them I would run a MalwareBytes scan and any other security programs I had as soon as I could.

will try that.

i seem to recall this (the not being able to delete or move) started happening when i messed with the services or start-up programs. i may have disabled something. but i checked the list of what should be manual, disabled & enabled yesterday, and it seems to be ok

I use the BlackViper safe services file and change the indexing to auto start.
He also has default service settings just download, right click and merge.
