I have looked at resource monitor on my latop and
on iexplorer.exe send byte is not increasing, but receiced byte is increasing really fast. I have been having lagging issues with explorer such as slow video buffering, slow page reload and more.
Anyone know if this is normal or not.
if not are there any solutions that I can do to fix this?

Try reviewing the following article:

Tips for solving problems with Internet Explorer

If that doesn't resolve the problem, then try the following two procedures in the order presented:

Troubleshooting and Internet Explorer’s (No Add-ons) Mode [Applies to IE7 & IE8 in all OSS]
http://blogs.msdn.com/ie/archive/2006/07/25/678113.aspx

Does the behavior persist if you Reset IE Advanced settings (RIES)?

How to troubleshoot Internet Explorer issues in Windows Vista and in Windows XP

Hopefully, one of these procedures will resolve your problems with IE.

I hope this helps. If not, post back and we'll try to find out what else might be causing all that download activity.

Good luck!
