The Security center service Can't be started

I can not Turn on my security center I received this Error: The Security center service Can't be started.
I try your advise I type services and press Enter.

Click on Continue in the UAC prompt. In this stage I received below error:

One or more Active X controls could not be displayed because ether:
1) your current Security settings Prohibit running Active X controls on this page, or
2) You have blocked a publisher or one of the controls.
As a result, the page might not display correctly.

I will be grateful for your help.

Try a system restore using a restore point dated before you had this error to see if it may be able to fix this for you.

I'm surprised System Restore didn't work, but if you did go back before the problem started and it still isn't working, then we need to try something else.

You may be infected with malware. Try to run anti-malware programs (in safe mode with networking if necessary). To fix this problem (if it is a problem) download, install, and run the following two programs: http://www.malwarebytes.org/mbam.php and http://www.superantispyware.com. You may also want to try the new, free Microsoft Security Essentials http://www.softpedia.com/progDownload/Microsoft-Security-Essentials-Download-131683.html (with the caveat that only ONE AV program can be installed and running on your system at any one time - you're OK with Malwarebytes and Spybot). To uninstall previously or currently installed other AV programs, use removal tools when appropriate http://www.raymond.cc/blog/archives/2009/05/05/comprehensive-list-of-uninstallers-or-removal-tools-for-antivirus-software/. You may also want to try the free Avira at: http://www.free-av.com/ and Avast at: http://www.avast.com/index. Reboot after completing all the scans. You may also want to try the free OneCare at http://onecare.live.com/site/en-us/center/whatsnew.htm and let it run all the options (except the registry cleaner) because that’s good maintenance (it will take some time to complete but can be done in the background).

I'm not sure about time of this problem, But I did restore before in safe mode.
I think Lorien is right and my system maybe infected by virus or malware, I used Microsoft Security Essentials previously and during that time my anti virus stop working (disabled) and I wasn't able to active it, I reinstall and install again but not working at all, and I install AVG (Free addition) I also install Malwarebytes (Free addition) as well, My AVG is fine now but unit-malware and AVG I think both of this software they can not recognise this virus or malware.
I'm not sure Microsoft Security Essentials with this problem working in my system.

If you could attach a results report or a screenshot of that message showing all the files it could not repair that would help.

Also, please try MalwareBytes and SuperAntispyware and see if they detect anything and are able to resolve any problems (and please provide reports from them as well if they detect anything even if it shows that it was removed or quarantined). If you have the time and are willing to put forth the effort, trying the other suggestions wouldn't hurt either.

What security or AV/AM program(s) are you currently using or have you been using (names and versions) or do you have installed? You gave me some of that but I don't understand "unit-malware" and want to make sure I know everything that is installed. Sometimes installing two AV programs at the same time causes conflicts - so I would like to understand the currrent situation better so we can make any necessary changes to prevent problems of that sort.

If we find anything (or many things), we may need to run some special scans and then call in a security specialist to examine the situation.

I'm sorry that was anti-malware, my security software was AVG and I download and install Microsoft-Security-Essentials today again as I explain before that's disabled , I tried to send some report but I couldn't find error report, I think my problem should be some Hack Tools. I also will be grateful if you advise how can I active my anti virus ( Microsoft-Security-Essentials)
when my system effect with this problem my anti virus was disabled.

Hi Mostafa,

First, you should not have AVG and MSE installed (and especially not running) at the same time. Choose one and remove the other. For now, since MSE seems to be installed, leave it there and uninstall AVG if it is still installed. I hope we can enable MSE somehow (and we will give it a good try), but if it was done by an infection, that may not be possible until we remove the infection by some other method.

Go to Start / Control Panel / Administrative Tools / Services and scroll to Security Center and make sure it is started and set on Automatic. If not, change it to Automatic and then start it. Hopefully it will start and remain enabled. If you can't start it, click on the Dependencies Tab and check each of them to make sure they are both Automatic and started (and if not, do so with them as well and then return to Security Center and try again after fixing the dependencies). If all seems fine, then recheck security center to see if it is now running. If not, we're going to try to bypass it to at least try to get MSE working without using it.

Now go to Start / All Programs / Microsoft Security Essentials and double-click to open it. First, click on the Update tab and update it so it is current. Then go to the Settings Tab and click on Real-time protection and make sure you check all three boxes on that screen. Then click on the Home Tab and see if it says real time protection is active and definitions are up-to-date. If it says it is off but offers a button to start it, press that button to see if you can get it to start. Note we are doing this directly with MSE and not using Security Center in case the problem is there and we can get MSE to work independently. If it works, great - but we're still nowhere near out of the woods. If not, we'll have to do the best we can with what we have.

If that doesn't work, try to boot into safe mode (repeatedly click the F8 key while booting and go to safe mode with networking). Then let's check some of your system files:

Go to Start / All Programs / Accessories / Command prompt and right click on command prompt and click run as Administrator.

Type sfc /scannow and enter and let it run. It will scan and try to fix some of your system files. Hopefully it will complete with no corruption it could not repair (if there is such corruption post back here or try to analyze it to find the problem file(s) using http://support.microsoft.com/kb/928228. Try to attach the report (you may need to copy it to your desktop before it will permit you to attach it) here so we can see if they can be repaired with good copies from the installation disk or in some other way (unless there are too many).

While in Command Prompt, type chkdsk /f /r and enter and let it run. It will want to schedule itself to run at the next restart. Answer yes and then reboot to run the program. It will scan and try to fix any corruption or bad sectors on your hard drive and mostly remove that as a potential cause.

If that doesn't work, then please post any error messages from the Event Viewer concerning Security Center or Microsoft Security Essentials (Start / Control Panel / Administrative Tools / Event Viewer). Here's how to use Event Viewer: http://www.petri.co.il/vista-event-viewer.htm. Look in the System section and the Application section. When you find them (there WILL be some), click on each for more details and then click on the Details Tab and then copy what is there and paste it to your next reply. If they are all the same, one will do. If they differ in ANY way, copy and include those that are different as well.

If that doesn't work, try a clean boot http://support.microsoft.com/kb/929135. If the problem goes away then it's just a matter of tracking down the culprit causing the problem. Follow the procedures in the article. Once found, delete, remove, deactivate, or uninstall it. Once done be sure to reset Vista back to normal status as explained in the procedures. If the problem occurs in clean mode then just restore the system to normal status and reboot - this solution is not going to work.

Temporarily at least, stop using your email program (close it) or website, and stop browsing the web except to go where necessary to get the files we need (as noted below) or to visit this site - and go only there. Otherwise stay on this site and check periodically for replies (after you have done what follows and replied). Close IE when not in use and open it only to check. I want to do whatever we can to avoid any infection (or any more infection) entering while you are lacking protection. If you decide to use the internet anyway, you do so at your own risk and it may well make things worse than they are now - but that's up to you.

I suspect you are infected and that may be why you are having troubles enabling it (if the above didn't do the trick or identify the problem) - but hopefully the following will help identify the infection if that is the case. I suggested this before, but I've now broken it down into separate steps.

Please download, update, and run a full scan using Malwarebytes: http://www.malwarebytes.org/mbam.php. It will produce a report. Please save it to your desktop (or take a screenshot or slice image of the result page and save it as a .jpg file) and attach that to your next reply.

Please download, update, and run SuperAntiSpyware: http://www.superantispyware.com. It will produce a report. Please save it to your desktop (or take a screenshot or slice image of the result page and save it as a .jpg file) and attach that to your next reply.

Please download, update, and run Hijack This: HijackThis - Trend Micro USA (the full release, not the beta version). It will produce a report. Please attach that report to your next reply.

After we see these results (as well as all the other attachments and results we've requested above, we'll determine if we need to call in a security expert for assistance (which I strongly suspect may be the case).

P.S. What do you mean by "Hack Tools" and why do you suspect them? Do you have or have you ever had anything like that installed on your system?

P.P.S. I know this is a lot and will take time and effort, but it's the only way I know to identify the problem so we can find a solution to it. I urge you to do EVERYTHING requested - print it out and check off each item as you go along just to make sure you don't miss anything. And PLEASE attach all the files, images, and reports requested (and I know there were quite a few). We need that information to find the problem and help you. We'll do everything we can to assist you, but we need you to help us as well by following all these instructions.

When I checked my security center ( Services and scroll to Security Center) that's disabled. Unfortunately when I change it to Automatic and then start it, I received below Error:

Windows could not start the security center service on local computer.
Error 1079: The account specified for this service is different from the account specified for other services runing in the same process.


Unfortunately I'm unable to check my MSE in normal mode, in safe mode I checked my MSE I received this error one I open my MSE:
Real-Time Protection is Turned off. You should turn it on.(I try to turn it on but I couldn't)
when I try to update it I received below error:
Microsoft Security Essentials was'nt able to check for virus&spyware definition updates make sure your computer is connect to the internet & try again. Error code: 0x8007043C Error description:MSE couldn't install the definition updates pls try again later.
But I been connected to network.


I also tried to boot into safe mode and I scan (sfc /scannow & chkdsk /f /r) but I didn't received error. I also tried to clean boots but noting changed.

I already installed malwarebytes.

That information was very helpful. It suggested an option to try.

Go back to the Security Center Service and click on the Log On Tab. Make sure the box is checked to indicate to use This Account (if not, check that box) and click browse and then Advanced and then Find Now and then "Local Service". Make sure that is then listed as This Account in the Log On Tab. Leave the passwords blank (clear anything entered if necessary). Also, under Hardware Profile beneath that, make sure it is enabled. If not, enable it. Then reboot and see if that helps.

If that doesn't work, do the same for the Dependencies if they don't have the same log in name and configuration and reboot and try again.

If, and only if, the amazing Lorien's advice above does not work, then please do the following:

Open an Elevated Command Prompt. http://www.vistax64.com/tutorials/181765-elevated-command-prompt.html

Type regedit. Press enter. File > Export > Selected branch, and enter:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services

Give it a name, and a location on your Desktop. Go to your Desktop. Right click on it > Send to > Compressed (zipped) archive > upload that file here.

Hi Lorien,
after try your advise Error: (Windows could not start the security center service on local computer.
Error 1079: The account specified for this service is different from the account specified for other services running in the same process) gone but I can not turn on my security center, that's still off when I check services/Security center start up is back to disabled but I change it to Automatic / start but when I go back to security center and services that's changed to disabled.
I also try Richard advise but noting change.

No problems! We don't actually need it extracted. Please get to the stage where it is compressed on your Desktop - a zip file. Then post a NEW REPLY. Click the Orange Button, and not a Quick Reply. Wait for the page to reload, and at the top of the typing text box, click the Paper Clip symbol. A new Windows should appear. Click any Browse button, and navigate to the ZIPPED folder. Click OPEN, and then Click UPLOAD on the floating window. WAIT for the page to reload. Once it has, submit the reply, and you will have succeeded!
