To be honest, I've never given much thought to maintenance that applies only annually - I've always thought more in terms of general maintenance that typically occurs more frequently. At the moment, I don't personally do anything only on an annual basis and certainly nothing like oiling parts (not because I think it is bad as much as because I simply never considered the idea for myself or for my clients). I'll need to give it more thought and reply once I've had more time to consider it - but I will do so.

My first impression is that it would be best to combine the maintenance, performance enhancement, and space conservation procedures together. We already have a pretty good listing (several in fact - I know we each have a version and there are probably others and I'm sure we can find a way to combine them into one that will satisfy most) and perhaps it would be simpler just to add the appropriate annual chores listed in this article to those lists (as there really aren't that many in the article and some are duplicated) so the subject of maintenance is covered more fully and comprehensively.

One thing I did notice is that it seems more geared to desktop than laptop computers. Some of the steps will be very difficult to say the least to do with a laptop as you would pretty much need to open it up quite a bit and that may be beyond the skills of the average user - and maybe even just a little risky (not necessarily taking it apart as much as putting it properly back together) and the smaller parts in general may need a different and/or more delicate approach. I need to read it again to be more specific, but that was my initial impression after one quick reading. Maybe we need different versions for desktops and laptops.

I do appreciate the concept, but I need more time to consider it. Frankly, it sounds like something that should be made into an official Tutorial (not just annual maintenance, but maintenance and performance enhancement, and space conservation all in one set of recommendations) - but I have no idea how to go about setting that up or formatting it or getting it approved or anything like that (and I'm not volunteering at this point even if the consensus is that's the way we should go). I think we can create something superior to simply providing this link along with whatever we normally provide when such a thing is requested or seems warranted.

It's certainly an issue worthy of comment and discussion. I will post again soon and closely observe the feedback from others in the meantime (and maybe see if I can come up with a comprehensive listing combining all the versions and separate suggestions I can find as well as those in this new article).
