administrator rights

I cannot connect to the internet w/o turning off my virus protection (webroot). I think it is conflicting w/ windows firewall. I cannot turn off the firewall because it says I do not have administrator rights. I have tried to change my account rights, but again it says I do not have administrative rights. How do I override or change administrative rights?
Part 2 to this question is how would I return the computer to factory settings? My son got a virus on the computer that disabled his keyboard. After many hours I was able to system restore to a point that got the keyboard working, but I do not know that the virus is gone. If I am unable to overcome the administrative rights problem, a second option is to restore to factory settings. Any help would be appreciated. Thank you.

Type windows firewall in search
When it pops up, right click and then run as administrator
See if that works

Question two each computer has a different way to restore factory specs.
Either it is with a DVD that you received with the computer
or
It is by tapping an Fkey, during boot.
If you do not have a DVD, you can find the fkey to hit by going online using your computer model etc
It would also be in your computer manual
If you have problems give us the information and we will help

I tried to put windows firewall into the search window and I got: Windows cannot access the specifed device path, or file. You may not have the appropriate permissions to access the item. (C:\\WINDOWS\\System32\\WF.msc)
Also what came up was: Application failed to initialize:0x800106ba. A problem caused this program's service to stop. To start the service, restart your computer or serarch 'Help' and Support fr how to start a service manually(/Windows Defender)...Don't know if this one has anything to do w/ my problem.
As far as restoring it, I talked to Hewitt Packard and they said it doesn't come w/ a disc, that the buyer needed to "make it on their own". I tried pressing F11 and reboot and nothing happens. Like I say, not 100% sure virus is gone. Could be blocking the F11 key.

I ran the virus scan and 1 toolbar issue came up. The malwarebytes scan had 14 issues, 13 had to do w/ gamevance and 1 was malware.trace(file) c:\programdata/sysreserve.ini...I deleted them all.

You tap f11 repeatedly during boot to get to factory settings. If you decide to go this way, you will lose your stuff. Do you want to save it?

further info..the computer says the windows firewall is turned off..If Webroot is set to allow all traffic, I can connect to the internet. If it is set to filter traffic, I cannot connect to the internet. Still cannot alter settings because of administrator rights.

I have looked around and cannot find one. The guy I talked to at HP said it didn't come with one and that we should made one, if that makes any sense. It doesn't to me. I guess calling again and seeing if I can buy another one is an option. Can you think of any other options I might have?
