Computer does not shut down properly

When I try to restart my computer it gets stalled on "Shutting Down." I have to turn it off by holding down the start button for three seconds. It's an Acer laptop with Windows Vista Home Premium operating system. Any suggestions on how to get a clean restart.

Getting Win Vista to shut down

I have two questions:

1. When I want to Restart or Shut Down my Acer Laptop computer, the screen just shows "Shutting Down" but it does not shut down. The only way I can turn off my computer is to hold down the start button for four seconds.

2. I just bought the Kaspersky anti-virus 2011 disc. In order to install it I am required to uninstall other anti-virus programs. To do this I clicked - Start - Control Panel - Program and Features. Then I selected Norton and clicked Uninstall. The Norton screen came up and the little circle was going around for an infinite amount of time but nothing happened. How can I uninstall Norton from my computer? It shouldn't take two hours to "initialize."
