Windows Vista too Slow

Hi every1

My brother computer not working too good for a while
it is too slow when he trying to open IE, it takes so much time
i tried to Repair the windows but the Windows showed me that no problem with the system

how to restore the windows vista by factory

can i restore by original factory or i need to install a new windows and format windows
