No icons, taskbar, & start menu.

Normal booting

Hello. We have Windows Vista. No icons on the desktop. No taskbar. No Start menu. Can't right click. But I can ctrl+alt+del to bring up the task manager. This is in normal booting.

Safe mode w/ networking

I tried "safe mode with networking". Then choose a user. All the icons are on the desktop. Taskbar and Start menu is available.

I can right click.

I can surf the internet. I downloaded and installed malwarebytes and ran a full scan. No infection or anything.

I downloaded and installed ccleaner and then ran "cleaner" and "registry". I am now uninstalling a lot of games in "tools".

I also did "system restore". I chose "recommended restore".

Still no icons, taskbar, and start menu in normal booting.

Everyting is done in "safe mode with networking" since I cannot do anything in normal booting. Please help.

Try this ....( restore explorer.exe )
Press Ctrl + Alt + Delete keys at the same time > click Task Manager > Process tab > right click explorer.exe ( not iexplorer.exe )> click End Process > click Application > at the bottom, click New Task... > in the Open box, type explorer.exe > click OK.

Is desktop back to normal ?

The computer does not know which restore point you need to do the system restore. It's " recommended restore point " is the most current one which won't help you fixing the problem.
You need to pick a date when you did NOT have the probelm as your restore point. Don't use the " recommended " one.

Press CTRL+ESC. If your Taskbar magically reappears, then it's probably simply been resized too small, repositioned somewhere you didn't expect it, or perhaps it's beneath another application that's running full-screen on your computer.

If CTRL+ESC didn't make it come back, then the program that displays the task bar most likely isn't running. That program is often called the "Windows Shell", but it's really "explorer.exe". It's the program that not only displays the Taskbar, but also responds to the CTRL+ESC sequence.
