How do i reinstall Vista Home Premium without the CD?

Right..
It's the 32 bit version, i dealt with the digital Home Support team at Virgin Media and one of their technicians took control of my Laptop because i thought i had connection issues..and he and another operative were on it for like 6 hours!
Turns out that it was my Internet Explorer browser and not my connection, he said that theirs no trace of the Internet Explorer installation, and that he tried re-installing but it wouldnt permit it.
When you click on the browser to access the web two boxes come up saying that windows is looking for solutions but then nothing happens..
So im using Firefox now with my IE browser not functional, can i contact Lenovo for help regarding this?
Would a simple Recovery Disk do the job, instead of a complete reinstall?
Do i need to buy another full version of Vista Home Premium 32?
Im not very techy guys, but im sure alot of you are and im relying on it..lol.

ps - The technician said that a windows re-install should help.

First if IE is you only problem, I suggest to let it go. There are many other equally good or even better. Many here like Chrome, Firefox is excellent, too.
You may want to try this easy fix.
Go to search by the start button type
turn windows features on or off
click on it when it pops up
Make sure IE is ticked to be turned on.
