Power Options jacked

Help! My power options are completely messed up!
I have no battery indicator in the taskbar. In the startmenu options, the power indicator is unchecked & grayed out. In Mobility Center, it shows plugged in, not charging no matter if it's plugged in or not. My power button no longer shuts down the system and closing the lid does not put it to sleep. When I unplug it, the screen doesn't dim and there appears to be no change to the power theme.
Out of curiosity, I let the battery run down to see what would happen. It just quit! No shutdown, instantly dead. What's going on? I haven't made any changes to the system.
I've been through every option I can find in the control panel and personalization settings.
I have an HP HDX running Vista Home Premium service pack 2.
Is this hardware or software?

Do a system restore. Pick the date when you did NOT have this problem as your restore point.

If system restore does not help, do a system file check which will look for corrupt files and repair them if possible.
