Windows Vista Keeps making Usb Connect & Disconnect Sounds?

So every day my computer is on and sometimes randomly the Usb connect an disconnect sounds are coming from the computer. I have nothing in the Usb Ports. Not even a keyboard or mouse. I don't see any pop ups. they just keep making the sounds like "dum-dee" & "dee-dum"
PS. CPU is also maxing out at 100%, Task manager is Showing 50+ Process Running, Computer has a 3.46Ghz Intel Celeron CPU and 2Gb of Ram with an 80Gb Hdd
