Random cpu Spikes

My laptop crashed about a month ago so i started using a different computer and i get random lag spikes when doing anything from sitting at the desktop to playing games or even surfing the web. I have tried viruses scans, overclocking, and updates but nothing has worked my specs are

Vista Ult 32bit
AMD 2.71GHz dual core processor
4GB RAM
ATI 5670 sapphire radeon HD 512MB graphics card
300GB HDD

    Weakest part of my computer is the graphics chipset.
    Only ever used a laptop.
    Also use USB Freeview TV Card
    Lenovo Docking Station
    External Speakers
    Other bits a pieces as needed
Try going to event viewer when the spikes occur.
Download and make a full scan with malwarebytes

I looked at task manger to see what is taking up the cpu while playing minecraft but all i found was that when i got spike it was no one program taking up cpu but just a few taking up about 5-9% each
and i did the scan with malwarebytes and came up clean

Maybe this new computer is not as powerful as the former. Not as much memory or CPU. So with the same use it looks like spikes.
