User Account Problems with Vista

I have a second hand gateway laptop that came installed with Windows Vista. I accidentally deleted the guest account from computer. Its been a year since I discovered windows discovery.
1.Will it be possible to use windows recovery to restore the guest account?
So I decided to create a new account by turning off the User Account Control and it worked. I am however experiencing problems,
2. I am unable to download, internet explorer or google chrome. I am currently using firefox but would prefer the other two. I made the new account the administrator and the old one limited.
3. The recently opened programs and pin programs are not showing regardless to how many times I open different programs, is there a way I could fix this?
Hope this is enough details, the laptop didn't come with a recovery disk.
Any help would be greatly appreciated

Welcome
I do not understand the correlation between deleting a Guest Account and your other problems
You may be able to perform all the functions that you desire with the real adminstrator
http://www.vistax64.com/tutorials/67567-administrator-account.html
If you can, set up the System the way you want and then create a new adminstrator account and you should have all your functions restored.

You may, also, be able to set up a normal Adminstrator account, first, in the regular manner, and all functions should be restored for that account. You may want to try this solution before using the hidden administrator.

With Gateway, it is also possible to restore to factory defauts with the restoration partition
