Welcome
You can, most likely perform restore to factory default. What is the make and model of your computer?

If you boot the computer and during boot press alt and f10 (or if it does not work press alt and tap f10 continually) should bring you to the restoration partition. This will return the computer to default settings. Be warned, all your stuff, updates, pics favorites etc will be lost.

If that does not work, the only other way is to contact the supplier of your computer and get discs for cost, (about $25.00)
May I suggest that you try again, however, that should work for your computer.
Try pressing both f10 and alt repeatedly during boot.

what about warranties? will that have to do with the cost of the disks? i called windows ad they said that i could just upgrade and i called acer and they say my warranty was expired ofc its (2006) but im still not sure.. i just wish i could replace my stupid disk.. but one last question, could i be able to take it to any place like staples, radio shack, or something like that and let them contact a company or something because iv'e been searching everywhere and iv'e seen that everywhere it says don't mess with files before you... have it fixed? im just trying the safe method. 1.save all my data 2. restore the deleted files that are basically the disk themselves 3. not have any problems after the solution for awhile.

Here are your options
Try the Fkey again, try several times that should work. It may not work if someone reintalled, previously.
Warranties are for defective merchandise. If the problem is with the Operating System, which you are responsibile, warranties do not apply
If the OS was defective on purchase, the discs should be free
A warranty is usually 12-36 monts. If you just bought a computer with Vista, I doubt if there are warranties.
You can also buy the upgrade version of Windows 7 for ablut $125.00, if your computer can handles Seven
Most companies will provide the DVDs at cost (25.00) Staples etc will be of little help.
You can also try a system restore, if you can boot into the OS.

If you cannot boot you can use a recovery DVD.\ to get to the OS

This will allow you to get to repair.
