Lost login pw/vista home preium/how can I reinstall/uninstall vista

I have vista home premium, 32 bit. Lost login password. Everybody keeps telling me to reinstall and uninstall vista. I tried that but was prompted for the adm. pw. Is there anyway around this and is the microsoft password recovery tool okay to use. Microsoft techs I talked to this afternoon didn't know for sure.
