Low on memory to view images.

When I open an image it says low on memory & close other windows & is blank. Is it a virtual memory issue? My RAM usage is fine. Would a near full (less than 10% free space) HDD cause this?

Welcome
We should be able to solve this mystery if we go step by step.
First test your memory and make sure that is not the problem
Guide to using Memtest86+ - Geeks to Go Forums
If that test is OK.
Lets test to make sure there is no virus or malware that is using memory
Run a full anti virus scan. Be sure to update the anti virus first.
Then download and make a full scan with malwarebytes.
If that does not show a problem
The next time that you have the problem, bring up task manager; right click on the bottom task bar. Go to process and click on that tab. Right click on memory and bring the highestes memory user to the top. Click on show process from all users and then give us a screen shot.
Tell me how much RAM you have.
