Thanks but when I open it a window comes up that says Microsoft Fixit has stopped working" then it has windows is checking for a solution underneath. This is the same window that comes up when I do something that requires window installer.

When you go to Services, Windows Installer should show as Manual. If you click on it, the only option you should have is Start. Is this what you have?

Are you logged in as the Administrator or are you logged in on a different account.

You might try turning off User Access Control from Control Panel, Users.

Yeah the only option I have is start, I never get any other options. I am on an administrator account.

And it won't let you press Start?

If you go to Control Panel, Users, User Accounts and select Configure Advanced................ is the name of your computer/Administrator shown?

I can press start, and yes it is shown.

Okay, that's different than what you said earlier. With the Windows Installer started, you can't install anything?

Sorry for the confusion, what I meant was that I can't click any of the other options besides start. And yeah I can't install most things. For things like downloading Steam it opens a window that says Windows Installer Has Stopped Working.
