GDI+Window

I wasn't sure where to post this but here's the question. More times than not, each day I boot up there's a "GDI+Window" that appears in my task bar. It won't go away, can't be deleted and if you let the mouse hover over it there's a blue mini screen with noting there. What is this and how do I delete it from coming back?

There are few things that are in my start list as to help in boot time. This only started showing up lately for some reason. I haven't added any software or new programs. On initial boot, it takes longer than it use to and the first thing that appears is just the task bar followed later, maybe a minute or so, by the rest of the icons, etc., on the monitor. Use to everything appeared at once.

Oddly enough it didn't show today or yesterday upon start up. It seems rather sporadic.
