Solved "Shutting Down" Problem

Hello users, I seem to have a problem that happened for the first time. Everything was running very slow (I opened the Favorites Bar, and the screen fuzzed up). So, I shut down the thing 24 hours ago. I left my laptop when it had a blue screen and a "Shutting Down" with the circular loading thing. I closed the laptop, and now presently, it's still at that. I'm pretty sure it's not actually making progress, since it usually doesn't take 24 hours to shut down a laptop. Could I have help?

By the way, since my laptop is being stupid, I'm using an old Dell computer from the back of my garage.

Although not the best way, and actually should not be done, you need to shut it down by holding the power button for a few seconds, until it shuts down. They try to boot in safe mode, if you cannot boot normally. Then try to get to system restore.
