So I know that I should not delete App Data folder, but it is taking up 9gb in my folder and 19 gb in my dad's folder.

I just ran ccleaner and i removed 4gb.

but how can i reduce this amount, 28 gb, because i only have like 80gb hard drive.

thanks

What's the largest folder?
Tree Size Free is fully 64 bit enabled so you can zero in on the culprit.
TreeSize Free - Quickly Scan Directory Sizes and Find Space Hogs

It's tough to say otherwise without knowing what apps you use. A newsreader storing headers can take up multi-GB easily. If you're storing video fagedda' 'bout it! :)

If you are doing video I suggest you get external storage. If you have an eSata port you may want to get an external Sata drive or docking station with eSata interface so you can do fast processing. If not you may want to consider a USB 3.0 card if you have a slot free. SSD are getting cheap and are great for video muxing. I have one in a USB 3.0 dock. I copy on the video and use the SSD for both source and destination since there's no thrashing. Also I purchased a couple of TB WD black Sata III before the price gouge. They are slowly coming down in price. I try to keep my system partition at 70% free space. Everything runs smoother. Defrags are very fast. You pay a penalty for operating in a phone booth. :)

I don't use Sony Vegas. All my video I do with free software or donation-ware. But I'm not into authoring with effects etc.. It's nothing against those programs. It's just not my interest.

Look into the Local folder. If you have a lot of files like in the picture, you can delete those.

Sorry, I don't know what video files you are talking about and Vegas Pro I have never used. Post pictures of the files, maybe we can figure it out.
