Hmm, it all really depends on the mother board, and I'm thinking as it's an hp, you can't. However case fans spin at max rpm by default, with most folks slowing them down with the use of inline resistors.

You can try speedfan, it may do something.

You could try looking at your BIOS. I tried using speedfan and it works fine but not the best. It could have a more user-friendly interface. I had a little trouble setting it up. I do like looking at code, but not when I don't understand it!
