Can't Setup Parental Controls Windows Vista Home Premium

Hello,
I am having an issue with a computer right now. It's running Windows Vista Home Premium SP2.
I created a number of new user accounts for the kids using the computer at home. All their accounts are standard users with passwords that I have specified. I am using the only administrator account on the machine.
However, when I try to setup parental controls for the standard user accounts, I get the following message. 'Unable to make changes to parental control settings. If this problem persists, see your system administrator.'
I already checked and make sure that the Parental Control service was listed and active. I also confirmed that the required dll is in the system32 folder. The UAC is enabled as well.

Any help would be greatly appreciated.

I have also tried to create a new administrator account, but the results were the same...
also, all the standard accounts are just created, but they have been logged in a few times, so they are set up...

Ok, I have followed that...the thing is that as soon as I try to select a user account it gives me the error. I never even see the screen that gives you the options..

I booted up into safe mode but it doesn't show up in the control panel while in safe mode. I checked the services and the Parental Controls service wasn't running. I tried to start it and got the message "Windows could not start the Parental Controls service on Local Computer. Error 1084: This service cannot be started in safe mode."

I have also made sure that the computer is virus / malware free...
while in the 'administrator' account and also the regular accounts, I have tried to do with with the UAC enabled as well as completely disabled, but this also did not make any difference

Most likely those errors are the cause of your problem. The easiest way to resolve that problem is a repair install. You probably have corrupt files from a bad shutdown or possibly a virus attack a failing hard drive can cause the problem, too.
You will need a Vista install CD to perform a repair install. If you have one, post and I will get you directions on how to perform.
If the repair install does not work a reinstallation would be needed.
Between us, I do not think that the problem that you are experiencing is worth a reinstall, but that would be your call.
Possibly someone will stop by that will know how to make the repairs suggested by the SFC, but there are not many capable of peforming such repairs.

Ok, it seems that I am all good to go...I can now get into the parental control, as well as configure them and enable them.
After the first time I ran the sfc I was still not able to get into the parental controls, but I ran it again twice afterwards with a restart after each run and it seems that after the third time it started working

Good, SFC both fixes and diagnoses. It should be run 3 times, as you did, to see if it can fix the problem. In any event glad that all is working now.
