Is neccessary to make a bootable usb to flash hp laptop BIOS or just format a USB to FAT32 file system enough

Hi NoelDP.
My company doesn't allow me to boot to windows OS, they want me to flash BIOS via USB within the BIOS files.
check the instructions for your machine at the website I went hp website but couldn't found out which section of the website giving instruction for flash BIOS, however in the physical computer BIOS UI it has instruction of creating certain folders name but not information formatting a USB to FAT32 or need to create a bootable USB drive first before put the BIOS file into the USB.Thanks.
