Vista NT Kernel contantly using CPU usage

I am NOT talking about the System Idle Process that "uses" CPU when your computer is idle, but it is the one above it in Task Manager (PID 4). On right clicking the Kernel process and clicking "Go to Services" I get services with PID 1100, upon looking at the Performance Monitor I see that it is PID 1100 that is constantly reading the hard drive (and I assume also taking up the CPU Usage).

I have tried stopping services that use PID 1100 with no avail, the CPU usage stays the same (about 16-18%) and the HDD is still being read. I have attached some screenshots to show the CPU Usage and the processes in the services tab of Task Manager, and the Resource Monitor showing HDD reads and CPU Usage.

As I said I've tried to stop a few of the services that I felt could be stopped without the computer crashing (I think I stopped ReadyBost, Superfetch, Desktop Window Manager Session manager, Windows Driver Foundation - User-mode Driver Framework and PnP-X-IP Bus Enumerator, all one at a time).

It's Vista Home Premium 32bit with 4Gb of RAM installed, an AMD 6 core CPU with a built in AMD GPU, and a Gigabyte Motherboard.
