Cannot start numerous programs

I seem to have ONE problem causing a whole bunch of problems.

Known symptoms:

• Google Chrome cannot launch (On boot, pop-up box says I am using outdated version of Google Drive. Which is false.)
• IE launches but cannot connect to internet. (Same with iTunes)
• When launching POS software I receive "Exception exception in module SvcPatch.dll at 00001F32"
• When launch software made by same company of POS I receive "09289 GCI CCS Cannot create socket"
• I am unable to START Windows Update Service. "Windows could not start the Windows Update service on Local computer. Error 0x8007277a: The requested service provided could not be loaded or initialized."
• When I try to START B.I.T.S......the service starts then stops.
• When attempting Windows Backup, "File backup could not save your automatic backup settings for the following reason: The request is not supported. (0x80070032) Please try again.

Nothing new has been installed within the past week, programs nor updates.

The first thing to try is a System Restore to before this started happening.
