Rebooting ios from DVD

I don't know if this is the proper place to post this. If not, please forgive me.

It's that I downloaded the ios for my Dell laptop to a USB key and my laptop isn't rebooting from it. I don't have administration access on the computer I was using.

I was wondering, if I get a friend to burn the ios file to a DVD should it reboot my laptop or is there something else that I need to do before I can use the ios file?

It's not rebooting on DVD.
What am I doing wrong?
I downloaded the ios file, unzipped it and burned it to DVD but nothing.
Is there anything I can do or is my laptop dead?

Follow these steps
First go find your computer manual, wipe off the dust. Look up the settings needed to change the boot order. You must change settings to boot from CD/DVD,
If you cannot find your manual, let us know the model of your Dell computer, we will try to help.

You are welcome. I am sorry that you sent it to the shop. There can be a problem with your computer, but nothing that you have told us indicates that there is.

    Weakest part of my computer is the graphics chipset.
    Only ever used a laptop.
