DPI locked at 96

I'm using this PC for my home theatre,` and getting a non eyestraining desktop on this relatively old hd tv 1080i has been a challenge.


My main goal has been a working desktop and I am almost there. Using Powerstrip I have been able to get a resolution of 960 X 540 P at 60 HZ, which is nearly perfect for me. The problem is that the Windows DPI Scaling option seems to now be disabled. I have it set at 150% or 144 DPI but when I restart it doesn’t change. It stays at 100%. I have tried uninstalling and reinstalling both Powerstrip and the ATI drivers as well as CCC with no success. I have searched the internet as well as your forums. I read a post that Powerstrip long ago disabled the DPI Scaling of the program but have a workaround to reenable it. I tried it, and it didn’t work. I can click on the screen fonts tab and just like in the personalize folder adjust screen fonts, it seems to work but after the reboot, there is no change, I am stuck at 96 dpi.
I also tried uninstalling and reinstalling both Catalyst Control Center and all associated files from the registry as well as powerstrip multiple times. I also tried different desktop configurations. I like Aero but tried Vista Basic, and the Windows Standard and Basic themes.
Again no luck! I went through Entech Taiwan tech support and tried their suggestions. They now tell me it is a Windows problem, so here I am.

Any help or suggestions would be greatly appreciated

My Computer

I have tried multiple times, different drivers, old and new, with the same results. I've uninstalled the display drivers and any associated programs that might have something to do with it, without success. The problem has to be in windows, I'm guessing, of course. I'm thinking a corrupted Desktop Windows Manager, or something along those lines.
