Catalyst won't launch

Hello everyone,
I've got this problem since the time I build my new rig.

ATI Catalyst software doesn't launch. It's been like this with V8.3 and V8.3 + Hotfix 64 and same with last V8.4 Vista x64.

after searching arround I found a detailled Installation log file in C:/Program Files x84/Ati Techonology/ Core...../

It mentioned some error, eventhough in the final Log view of ATI install Manager it was showing successfull for all elements.

Here are the errors and I also put on attachment the complet Log File:

I'm pretty sure the reason of NO LAUNCH is there since logically without SKIN installed Catalyst has no way to launch.
But how can I fix that, of course I've already open a ticket with AMD Support but I do not expect a real solution from them.
During installation it extracts the installation file creating a directory c:/ATI . Is this could be the reason the installation does not find some Install.xml since it's looking for them in; for example C:\Program Files (x86)\ATI Technologies\ATI.ACE\skins\Install.xml

Should I browse "C:\Program Files (x86)\" during installation to extract there?

Also if this version 8.4 of Drivers & catalyst is for Vista x64 why it installed in "C:/Program Files x84/" instead of "C:/Program Files/ATI Techonology" in this last appears only one text file "cccUtilx64.txt". Shouldn't be installing everything in "C:/Program Files/ATI technology" directory since it's compatible for 64bit OS.

Also I noticed in Service that NetFrame 2 x64 was on manual setting and also have a Netframe 2 x84 there also on Manual. I understood that NetFrame 2 was neccesary for Catalyst, so should it be on automatic load service? Both of them (x64 & x84)?
Actually I tried to set NetFrame x64 on automatic did not resolve my catalyst problem, but may be if I do that before installing Catalyst again would I get better results?

I was thinking installing NetFrame 3.5, do you recommend it for Vista Home premium x64?

Thks in advance for your replies. I know it's a lot of questions in one post, sorry abou that but I'm looking for a final solution.
