Dual displays on 4350?

I upgraded my graphics card to a 4350 for the sole purpose of getting better netflix quality. The setup in my room is that I have a 22" LEDTV on my desk above the tower and about 10' away from the desk is my 32" LCDTV that sits atop a dresser. I have the HDMI going to the 22" and a 15' vga with sound going to my 32". When I tried to get both displays to work at the same time the 22" has a weird flickering line that goes up the screen. But when I unplug the VGA and have the 22" standalone it works just fine or vice versa with the 32" working fine by itself without the other monitor. Is it just a power problem? Like having both monitors at once is too much for the gpu to handle it power wise?
I'm thinking it's not necessarily the graphics card but the cheap mobo and cpu I'm working with since it only has a PCIe 1.0 slot instead of a 2.0 and the cpu is only a pentium D 805 (it's a crappy computer I know, but this is just a ****ty second build and will not be used as my main comp). I have a Gigabyte GA-G31M mobo and C2D on the way. I'm hoping this will fix the problem. Anyone else ever had this problem or know why it is happening?

The problem is sorta the card.

The 2 tv's have 2 diferent "refresh" rates, and the settings aren't ideal.

You'll need to mess i n the Catalyst control paNEl and set the frequencys to better match.

I've tried pretty much every setting in catalyst, and it's the latest version. The resolutions and refresh rates were set to the same thing for both. It's weird that when I plug in the vga the one plugged into the hdmi is the only one that glitches. You would think both tvs would glitch if it was a refresh problem. And it's not the hdmi cord, I've tried 3 different cords.

Have you checked what the tv rates are? Cause I'm thinking the 2 tvs are different, so you need to check them, and see if itds possible to run 2 frequencys.
