    Wow I can't believe that I didn't think of that. What is the exact make and model? Radeon HD 5450 is for the graphics chip however the card would have been assembled by another manufacturer (see here: Newegg.com - Radeon HD 5450). I ask because as you can see there are different ones and a few that I saw appear to have an additional spot for a power source whereas another didn't. If you don't have everything connected correctly then the card won't get enough power to function properly. See and follow the manufacturer's instruction manual. Also note the minimum recommended wattage for your PSU is 400 whereas your PSU is 250 watts. The card won't function as well with so little wattage than it would if your system met the recommended requirements.

    This particular card is a saphire radeon HD 5450 512MB video card. There are no power connectors on the card.
    The card was originally inside this computer: HP Pavilion Elite HPE-400y Desktop PC Product Specifications HP Pavilion Elite HPE-400y Desktop PC - HP Customer Care (United States - English)

    When I upgraded the Windows 7 computer with a new video card, I took out the Radeon 5450 and the powersupply.

    I then took this power supply and put it into the Vista, replacing the 250w power supply.

    Have you tried pulling the NVIDIA card?

    If you do that and install the radeon card, then you might be able to install Catalyst.

    I didn't put in the Nvidia card until after I had already tried the radeon

    250W power supply and two graphics cards? You definitely need more power, especially if one of them is 512Mb.

    Getting back to basics.

    Let's start with no graphics card installed.

    When you installed the Radeon and booted up, did Vista say that it detected your device and that it was installing the software?

    Nope. I went into device manager and it wasn't listed there either.

    Either something is preventing the installation or the slot you're using isn't working properly. It might be beneficial to reinstall all the motherboard drivers.
