create .NET ns from XML ns

I was digging around System.Net.Serialization.dll for the function that
serialization uses to create a .NET namespace string from an XML
namespace. I have a need for that functionality but cannot find it (and
don't wish to recreate it).

Anyone know where to find that?

e.g. generate schemas.mmm.com.vrs.designmgt._2006._01 from
http://schemas.mmm.com/vrs/designmgt/2006/01

Correction: System.Runtime.Serialization.dll not
System.Net.Serialization.dll
