Can FS sync files if a library's owner is down?

I share a library with two other users. I'll call them "User A" and "User
B". They have full update permissions to the library so they can make adds
and changes, etc.

If my computer is shut down, and "User A" puts a new file into his shared
folder, will Foldershare go ahead and sync that file with "User B"? Or does
it have to wait until my computer is back up again?

Just wondering if FS has enough "smarts" to synch between two client
machines when the host machine is temporarily unavailable. Then synch to the
host when it's back up.

Yes. If anyone has been permitted to add, change or delete files then
those changes will be propagated to any other connected member of that
library regardless of whether the Owner of the library is online. And
those changes will later be caused to the Owner's own copies when he goes
online at the same time as any other member, whether it is the same one
who caused the changes or one who was synced with those changes.
