Icon color

This may be an obvious question, but what does the white/blue icon mean?
compared to the yellow/blue icon? Does one mean that it is syncing files?
Does the other mean that everything is all synced?

Do you get those two different color schemes on the same system? I get
yellow and blue meaning online in Windows XP systems and white and blue
meaning the same thing in a Windows 2000 Pro system.

I get this on systems running xp or vista. some change from yellow to white
while others stay a certain color.

I have the same question about these two folder icons in Vista.
Some folder icons are blue and are opened a little bit with another icon inside them.
Other folder icons are yellow/tan and are solid.

What does the blue folder icon mean? How is it different from the yellow folder icon?

Can anyone answer this?
