Try this Microsoft fix:

"Messages may be stuck in the Outbox when you use Windows Mail on a
computer that is running Windows Vista"
That page offers two download options. Unless you know for sure
you have 64-bit Vista, use the 32-bit option.
Although only 'Outbox' is mentioned, it will enable removal of stuck
emails from any folder.

Never mind. I should know better than to post before having my first
cup of coffee! That fix was for Windows Mail, not Windows Live Mail.

Some OE users who were seeing a similar symptom have concluded
that McAfee's SiteAdvisor product was the culprit for them.
Try eliminating all such sources of interference to see if your symptom
changes?
To try to discover such interferers one tool you could try using is
Process Explorer. E.g. use it to do a find of all open handles referencing
the Windows Live Mail directory. (Just press Ctrl-f and enter those 3 words.)
Any which are open by programs other than wlmail.exe could be suspect.

Hey guys, I had the same problem. I had WLM configured for MSN and GMail. I
just clicked on "Hide" for the [GMail] account and now everything works as
expected. I don't know why.
