OK for completeness I'll post the cause of this problem.

It turns out that I had an obscure setting enabled on my ADSL modem/router
(A DrayTek 2800VG) that blocks any protocols being used on port 80 other than
http.

It took me a while of thinking about this problem to remember about
this setting.

I have to say in the meantime MS Support had been active in asking me to try
various things, but none of them worked or illuminated the problem (Dr.Watson
for instance didn't trap the error at all)

What appears to happen is that WLM encounters what is in effect a "404" but
doesn't handle this error condition at all well.

So anyway, disabling this setting allowed photos to go through OK and I've
now sent them wireshark and fiddler dumps to see if they can develop more
graceful error handling than just crashing.

I guess this could occur in a situation where more complex hardware (or
software) firewall rules are being applied, and not just where someone is
using my particular brand of router, but to the same effect.

Hope this is of interest or help to those watching this thread.
