At sign in if I select cancel it signs in anyway. how can I fix that?

There is nothing to fix. The sign in is only for certain Windows Live
features, and users who have no Windows Live accounts never see an
opportunity to sign in.

If your intent is to secure your WLM user data against the prying eye of
another user on the same computer, the proper way to do that is to set up
separate Windows log in accounts for each user, and have each user log off
their session when they are finished.
